1. The following changes and additions to the LC-PHRF Bylaws were discussed and approved:

Change 1

Acceptance of the Rules.

The conduct of the Committee and the Applicants shall be in compliance with the recognized principles of sportsmanship and fair play. By applying for a rating under these bylaws the applicant agrees to be governed by the rules; to accept the actions taken under the bylaws, subject to the appeal and review procedures provided in them and by US Sailing; and with respect to such determination , not to resort to any court or other tribunal not provided in the bylaws or by US Sailing.

Individuals may, after a hearing, be denied a rating by the Committee for violation of these rules.

Base Rating

4.7 The LCPHRF Committee shall assign a base rating to each boat based on the standard configuration of the particular make and model of the boat. The base rating for each boat will be assigned through examination of current U.S. Sailing guidelines, venues selected by the LCPHRF Committee whose conditions are similar to Lake Champlain, the mean rating as reported by U.S. Sailing http://www.ussailing.org/phrf/Tool_%20HI_LO_AVG%20Report.pdf or on the actual performance of the boat while competing. The appropriate venues for comparison shall be Yacht Racing Association of Long Island Sound, PHRF of Chesapeake Bay, Gulf Yachting Association, Eastern Connecticut Sailing Association, Florida Suncoast, PHRF New England, PHRF of Narragansett Bay, East Long Island Sound, Gulf PHRF and J-Boats recommended PHRF handicaps.

The LCPHRF Committee shall choose the base rating through a majority vote of the Committee Members and Chairperson.

SYMMETRICAL USED WHEN ASYMMETRICAL IS STANDARD
If a symmetrical spinnaker is to be used on a boat configured for an asymmetrical spinnaker,
there will be no rating adjustment if the symmetrical spinnaker is the only spinnaker used and
it conforms to all applicable rules per the adjustment schedule. When applying for a rating the applicant must declare whether they are using a spinnaker pole or a bow sprit and thereafter they are limited to their declaration.

ASYMMETRICAL LIMITATIONS WHEN FLOWN WITH SYMMETRICAL
This asymmetrical spinnakers sail limitation for non-sprit boats will apply to asymmetrical spinnakers, including cruising spinnakers.

Limitations for asymmetrical spinnakers are as follows:
The asymmetrical spinnakers area must be less than or equal to the maximum allowed symmetrical spinnaker area, the SMG dimension must be larger than 75% the SP dimension, the tack must be set in the normal genoa position, and tack pennants are limited to 2.5 feet.

Credit for UV covers:

Recreational Adjustment: Above deck jib roller furling, polyester, pentex or mylar only in +6
working sails, no exotic sail materials such as Kevlar, Spectra, Technora, etc. Requires
"Sunbrella" (type and weight) material UV protective cover on both the leech and foot.
There must be a cover on each headsail carried for racing.

2. Alan Ouellette submitted a form which a person could use to appeal their rating. Discussion followed and Alan will make modifications to the form.

3. We discussed LCYC's proposed meeting to discuss ratings. It was decided that LCYC's LC-PHRF Reps should attend any such meeting and report back to the LC-PHRF Committee with any findings and recommendations which will then be discussed and voted on.

4. Kjell Dahlen discussed formulas to calculate "time on time" to ensure that all clubs were using the same formula.
